The WLICSMB 2009 will be held from October 24 to 26, 2009, in Hangzhou, Zhejiang Province, People’s Republic of . The conference is jointly organized by Hangzhou Municipal Government, Zhejiang University of Technology, Zhejiang Small & Medium Enterprises Bureau, and World Association of Industrial & Technological Research organizations. Many organizations and universities such as Marquette University , University of Akron and Texas Tech University are among the institutional sponsors of the conference.

The theme of the 11th WLICSMB 2009 has been selected to represent the most pressing issue facing today’s small and medium business : SMB Crisis Management.  It is well known that the SMEs is predicated upon the ways in which such companies deal with the current crisis and how the governmental and financial institutions address the needs of the SMB
